TITLE: HUMAN RESOURCES SPECIALIST
I. QUALIFICATIONS
Demonstrated experience in Human Resources. Minimum BA degree. Public
School experience required. Excellent communication skills, and ability to relate to a
variety of constituencies. Ability to manage multiple tasks simultaneously. Knowledge
of applicable statutes (certification, equity, FMLA, etc.) Experience in contract
negotiations. Knowledge of personnel technology (CSI pref’d). Excellent technology and Administrative skills and computer literacy that will enhance office operations.
II. RESPONSIBLE TO
The Superintendent of Schools.
III. FUNCTION
The Human Resources Specialist shall be responsible for matters related to the recruitment, hiring, and continued employment of professional and non-professional staff members.
IV. MAJOR RESPONSIBILITIES
A. Establish programs and procedures for recruitment and hiring of professional and non-professional personnel.
B. Project district personnel needs in cooperation with central office administration and building principals.
C. Communicate in writing with district staff regarding job opportunities.
D. Develop and maintain a system for personnel records of employees, including the Employee Statement of Assurance. Provide a comprehensive, efficient, accurate, and current record of matters pertinent to employment.
E. Ensure that records of personnel management and procedures followed by the district meet legal and contractual requirements.
F. Develop, maintain, and disseminate job descriptions for instructional and non-instructional staff.
G. Maintain employee contracts in force in the district, and alert, as appropriate, administrators of contradictions or problems.
H. Maintain a matrix and copies of personnel contracts entered into by the Board, including individually negotiated contracts or contracts negotiated with employee groups.
I. Ensure the proper certification of all professional staff in accordance with the certification code of the State of New Jersey.
J. Implement the provisions of employee contracts and salary schedules for personnel working under negotiated contracts.
K. Prepare for Board agenda recommendations for staff assignments, transfers, dismissals, promotions, and such other resolutions that are consistent with board policy and the terms and conditions of employment.
L. Implement contractual, legal, and board policy mandates into personnel procedures.
M. Participate in the development of personnel policies affecting instructional and non-instructional staff.
N. Assist in administering the staff transfer policy.
O. Recruit and advertise, in conjunction with Affirmative Action guidelines and contractual requirements, staff vacancies.
P. Organize and conduct annual New Teacher Orientation Program.
Q. Maintain membership in such state, regional, and national staffing associations as will benefit the district's process of recruitment.
R. Counsel with employees to provide information and to resolve complaints, difficulties, out placement, and other matters related to personnel management.
S. Develop and implement procedures for recruiting, screening, hiring, and orientation of substitute teachers.
T. Supervise substitute placement and ensure that substitutes are appointed and assigned in accordance with board policy and legal requirements.
U. Supervise the records and the procedures of attendance program for certified staff, providing the statistical information required by the State Department of Education.
V. Verify and initiate salary adjustments for degree changes.
W. Develop a public relations program to enlighten the community about personnel statistics and staff accomplishments.
X. Act as official designee of the Superintendent at appropriate stages of the grievance procedure.
AA. Publish an information newsletter relative to personnel.
BB. Complete, as related to personnel, County, State, and Federal reports.
CC. Attend regular meetings of the Superintendent's Cabinet and serve to improve communication, cooperation, and planning among all staff members.
DD. Report periodically to the Superintendent the success, problems, developments, events, and needs of the Personnel Department.
EE. Prepare budgetary and personnel recommendations to provide for the efficient and effective operation of the Personnel Office.
FF. Supervise and evaluate staff assigned to the personnel department.
GG. Assume those responsibilities as delegated by the Superintendent consistent with the duties implied by the job title.
HH. Communicate effectively with the DOE, County Office, and Universities and other agencies that are affiliated with the district.
II. Coordinate benefits and pension programs in collaboration with staff.
JJ. Prepare Board Agenda as directed by the Superintendent.
