Job Description:
The Superintendent serves as Executive Administrative Officer of the School District and an Ex Officio Member of the Board, advising them on matters related to current and future operations of the district and providing educational leadership in attaining district goals and objectives.
1. Manages development and interpretation of curriculum, administrative rules, regulations and procedures to carry out the policies of the Board and implement the educational programs.
2. Assumes overall responsibility for recruitment, recommendations, supervision, performance of and evaluation of all administrators, instructional and support staff, including delegation of authority, and direction of negotiations ultimately administering accepted contractual agreements.
3. Plans, organizes and participates in all School Board and other appropriate meetings guiding Board toward setting and achieving specific goals and objectives.
4. Recommends final budget to Board and assumes responsibility for expenditures within approved budget.
5. Provides for appropriate public relations program communicating information to the
Board, personnel and the community through memos, publications, news releases and
other suitable means.
6. Coordinates, supervises and delegates activities to administrative staff and
department chairs including educational programs, staff development and curriculum
improvement.
7. Provides for school plant and grounds maintenance, control, rental and new
facility coordination and development.
8. Attends and participates in meetings and conferences to stay informed of
educational changes and ideas.
9. Responds to questions and concerns of citizens, staff and students to interpret
policies and practices, keeps them informed and involved with school
activities.
10. Develops and recommends policies and rules for district personnel to the School
Board.
11. Establishes recommendations and procedure for reducing staff in response to declines
in student enrollment and/or resources.
12. Determines when school should be canceled using best judgment in circumstances.
13. Performs related work as apparent or assigned.
Qualifications:
Specific training or job experience required before appointment
Master's Degree and Specialist with Superintendent's License (or ability to obtain Superintendent's License by July 1, 2026) and at least three years successful teaching experience and five years administrative background.

Q Comp Peer Coach is a TOSA position through our Forest Lake Area Schools Q Comp Plan. The TOSA positions, including a Q Comp Coordinator and Peer Coaches, offer teachers a limited time away from teaching duties with the intention that the teachers will return to a teacher/program assignment at the end of their service as a TOSA. Position is available August 2026. Peer Coaches will provide leadership, resources, and support to teachers through observations and feedback to enhance their professional growth and to increase student achievement. An effort will be made to hire a proportionate number of Peer Coaches from the elementary and secondary levels. Peer Coaches will receive comprehensive training in the district’s evaluation model, based on Danielson’s Framework for Effective Teaching. A combination of full-time (1.0 FTE) and half-time (0.5 FTE) coaches may be hired, depending on scheduling and staffing preferences, for a total equivalent of 5.0 FTE Peer Coaching positions. Half-time Peer Coaches remain in their current licensure area for the other 0.5 of their position. Peer Coaches will be assigned for a maximum of four years, with the option to reapply after serving at least one year in an assigned classroom/program area. In the instance that a Peer Coach leaves their position before the end of their term, a new Peer Coach will be hired for a full four-year term in order to maintain the hiring rotation. Peer Coaches will office at sites throughout the district. A 1.0 FTE teacher/program assignment will be available in the district according to the transfer process outlined in Article XII of the master agreement (Agreement pg 24) when a Peer Coach’s term is done. Every effort will be made to honor the teacher’s site of preference upon returning to a teacher/program assignment in the district following their service as a Peer Coach.

Candidates must maintain current teaching licensure required for positions held prior to appointment.
Responsibilities:
Conduct formal observations and provide ongoing instructional support, including pre- and post-observation conferences, to help teachers improve instructional skills and increase student achievement.
Research and field test instructional strategies to determine which new strategies will be most effective in improving instruction and increasing student achievement.
Train teaching staff in the evaluation/observation process outlined in the Q Comp plan.
Model best practice instructional strategies, and collaborate with PLC/Professional Development Site Facilitator and building/district administration to plan and/or facilitate professional development opportunities for all staff that will improve instruction and increase student achievement.
Review teachers’ Professional Growth Plan during each observation cycle; meet with teachers regarding Individual Student Achievement Goal at the end of the year (to be verified by the building administrator). Submit documentation to Q Comp Coordinator.
Attend monthly meetings with the Q Comp Coordinator and other Peer Coaches to discuss evaluation practices and share strategies and resources.
Participate in evaluator training throughout the year.
Maintain records of observations and other information necessary for the successful implementation of the Q Comp program.
Participate in the Peer Coach PLC as required; assist and attend other Professional Learning Community (PLC) meetings as appropriate.
Adhere to data privacy requirements.

Job Descriptions:
The Paraprofessional Substitute provides support to teachers in carrying out individualized and group lesson plans and classroom activities and also provides students with personal care and attention. The starting rate of pay for a para substitute is $14.00/hr. Benefits are not available with substitute positions.
The Office/Clerical Substitute provides support to schools in the administrative assistant and other office roles - greeting and directing visitors, answering phone calls, assisting students who need appointments with their counselor, or who just need a bit of TLC. The starting rate of pay for an office/clerical substitute is $14.00/hr. Benefits are not available with substitute positions.
The Title I Substitute provides support to staff in meeting the needs of students by monitoring students, interacting with students, setting up activities, identifying needs and performing clerical activities. The starting rate of pay for a Title 1 substitute is $14.00/hr. Benefits are not available with substitute positions.
The Noon Duty Substitute monitors students during lunch hour and recess to provide a duty free period for the teachers and provides clerical assistance to teachers for classroom projects.
