    With minimum supervision, perform complex and responsible accounting and clerical duties related to preparation of major payrolls. 


    1. Graduation from high school or its equivalent.
    2. Five (5) years of increasingly responsible and varied experience involving financial and statistical records maintenance; or three (3) years of increasingly responsible experience involving payroll or one (1) year experience as an Accounting Technician III in the Lucia Mar Unified School District. Two years of relevant college work may be substituted for experience on a year-for-year basis.
    3. Ability to perform complex and technical accounting and payroll clerical functions; prepare, review, and analyze payroll files, records, summaries and reports; make arithmetical calculations and verify the results; effectively and efficiently operate office machines and equipment, including 10-key calculator and computer terminal/personal computer; understand and carry out oral and written directions; establish and maintain cooperative working relationships with employees, supervisors, and the public.
    4. Strong reconciling skills.
    5. Highly skilled in all facets of Excel.
    1. Supplementary courses in bookkeeping, office machines including computers, and business practices.
    2. Previous payroll experience in a public school system or other public agency.
    3. Knowledge of methods, practices, and procedures of school district payroll record management; operation of manual and computer assisted accounting and payroll management systems; current office practices, procedures and techniques; organization and planning methods, techniques, and practices.
    4. Maintains an above average attendance record.
    5. Experience with QSS/QCC system operations.
    6. Knowledge of STRS and PERS.
    1. Independently manage and prioritize multiple tasks with frequent interruptions.
    2. Educate and inform employee groups about payroll procedures.
    3. Processes regular and supplemental monthly payroll for all employee groups; performs complex payroll calculations; verifies information from relevant forms; audits, corrects and balances payroll and a variety of reports.
    4. Compute, summarize, and maintain records of individual deductions including retirement, withholding taxes, and contributions to various insurance programs.
    5. Compiles data, calculates complex retroactive salaries per negotiated contracts; determines, analyzes, and adjusts annual retirement contributions and coding; implements and balances data to
    6. produce retroactive warrants in addition to normal payroll production.
    7. Processes deductions and disburse payments semi-monthly; verifies and enters voluntary payroll deductions for disbursement on a semi-monthly basis.
    8. Generates stop payments, emergency warrants, cancels/rewrites warrants, calculates and processes expenditure transfers with fringe benefits and prepares journal entries; processes internal advances for emergency situations. 
    9. Interprets, applies and explains changing IRS regulations, Education Codes multiple retirement systems, and District policies to employees.
    10. Calculates and processes employee/employer health and welfare charges based on employee FTE, coverage selection and District Fringe Benefit rates.
    11. Researches questions and computations regarding gross pay, load, salary, deductions, retirement, retroactive pay; interprets and explains payroll and District practices and procedures to employees.
    12. Maintain detailed and accurate records and files related to warrants, sick leave, paid and unpaid leaves, vacation hours, Workers’ Compensation, benefits, pay rates, and employee status.
    13. Operate computers and other office machines and equipment.
    14. Perform other duties as required.
                1.         Ability to sit for extended periods of time.
                2.         Facility to hear and understand speech at normal levels and to hear and understand speech on the telephone.
               3.         Ability to communicate so others will clearly understand normal conversation.
               4.         Physical dexterity in limbs and digits to operate computer keyboard and other office machines used in accounting and position control.
               5.         Physical agility to lift, carry, push and/or pull up to 5 pounds on a regular basis and up to 15 pounds occasionally.

    2.          Able to learn quickly and adapt to a variety of machinery, instructions, and task methods.
    3.          Able to meet deadlines in terms of work assignment schedules.

    1.          Interact daily in person with other members of the District staff and possess comfortable interpersonal skills and cooperative attitudes.
    2.          Because of the time urgent nature of duties and because work product of position is interdependent with that of other staff, consistent attendance is required.
    3.          Convey an understanding, patient attitude toward other staff.
    4.          Maintain the privacy of confidential information.
