Description
The Education Administrator for Humanities (Pre-K-5) plays a key role in fostering academic excellence by leading the implementation of the Portrait of the Graduate, Norwalk’s K-12 Literacy Plan, Strategic Plan, and the Pre-K-5 curricula for Language Arts & Reading, Social Studies, and World Language. Collaborating with district leaders, staff, and the community, this position ensures alignment with Connecticut State Standards, drives instructional innovation, and supports student achievement across all elementary schools. The Education Administrator closely collaborates with the Education Administrator for Humanities for grades 6 - 12.
 
Primary Responsibilities
Curriculum Development
• Lead the design and contribute to the implementation and continuous improvement of Pre-K-5 curricula and assessments aligned with Connecticut State Standards.
• Evaluate and recommend instructional programs, resources, and technologies to enhance curriculum delivery.
• Ensure consistency and vertical alignment of curriculum across grade levels to support seamless learning progressions.
• Support the Implementation of specialized programs and pathways (IB, GT, Montessori, etc).
Data-Driven Instructional Leadership
• Analyze student performance data, including state and district assessments, work samples, and classroom outcomes, to guide instructional improvements.
• Provide actionable insights to schools, aiding in the interpretation and application of assessment data to inform teaching, coaching and leadership practices.
• Collaborate with school administrators and teacher teams to develop actionable plans for improving student achievement.
Professional Development and Support
• Design and deliver comprehensive professional learning opportunities for staff, ensuring alignment with district goals and instructional best practices.
• Support the implementation of K-5 Multi-Tiered System of Support (MTSS) across elementary schools.
Collaborative Leadership
• Partner with building principals, district departments (specialized learning, data and multilingual learners), and external stakeholders to ensure curriculum coherence and instructional excellence.
• Serve as a district representative on committees and at events, promoting Norwalk’s commitment to academic innovation and student success.
Resource Management
• Oversee the evaluation and selection of instructional materials, including textbooks, digital tools, and library/media resources.
• Drive research initiatives, pilot studies, and innovative practices to support curriculum and instruction enhancements.
Additional Responsibilities
• Monitor and assess the impact of implemented strategies, providing timely adjustments as needed.
• Promote positive relationships with staff, students, and the community, fostering a supportive and inclusive educational environment.
• Perform other duties as assigned by the Executive Director of Leadership Development, Assistant Superintendent, or Superintendent of Schools.
Key Competencies
• Proven success in curriculum development, program evaluation, and professional learning facilitation.

Job Summary:
The K-4 Summer Academy teacher provides literacy support for district-wide K-4 students in the form of whole group/small group reading instruction and interventions through a content-rich theme with a science focus.

Major Duties and Responsibilities:
 
• Teach research-based literacy classroom instruction and interventions as designed for the K-4 Summer Reading Academy Program.
• Administer progress monitoring assessments, analyze results and modify instruction based on this data.
• Provide coaching and support for classroom instructional assistant as designed for the K-4 Summer Reading Academy Program. 
• Participate fully in all K-4 Summer Reading Academy meetings and trainings as required for program implementation.
• Maintain attendance, outcome data and all data that provide evidence of successful implementation of the K-5 Summer Academy Program.
• Prepare reports as required for schools, parents and the curriculum office.
 

Required Qualifications:
 
• Valid Connecticut teaching certification.
• Advanced degree and/or comparable expertise in literacy instruction with an in-depth knowledge of language and reading development.
• Preferably, previous teaching experience working in Norwalk’s Summer Academies.
• Demonstrated experience with implementing progress monitoring measures.
• Demonstrated expertise in delivery and successful implementation of reading programs. 
• Proven experience in working with teams of educational professionals in collaborative settings.
• In-depth knowledge of best practices in curriculum, instruction and assessment development aligned to the CCSS.
• Outstanding interpersonal, communication and problem-solving skills in working with young children and their families. 
• Sensitivity, understanding and appreciation for the needs and strengths of a diverse school district and community.
• Ability to commit to teaching all 5 weeks/20 days of Summer Academy.

RESPONSIBILITIES
 
• Assists with organizational meetings for team prospects and encourages potential athletes to participate in the sport.
• Assesses players’ skills and assigns team positions.
• Assists with developing a regular practice schedule and organizes practice time to provide both individual and team development.
• Works with the head coach and/or athletic director in scheduling facilities for practices and competition.
• Assists coaching and instructing players, individually or in groups, regarding the rules, regulations, equipment, and techniques of the sport.
• Observes players, during competition and practice to determine the needs for individual or team improvement.
• Determines game strategy based on the team’s capabilities.
• Establishes and maintains standards of behavior and provides proper supervision of athletes at all times.
• Monitors the academic performance of team members to ensure that eligibility requirements are met.
• Follows established procedures in the event of an athlete’s injury.
• Conferences with parents/guardians, as necessary, regarding the athletic performance of their children.
• Follows state, regional, and district regulations governing the athletic program.
• Models sports-like behavior and maintains appropriate conduct towards players, officials, and spectators.
• Acts as a team representative and promotes the sport by communicating with the news media, booster clubs, service clubs, and other organizations.
• Follows established procedures for the proper care, maintenance, & requisitioning of equipment, supplies, and uniforms.
• Works with the head coach and/or athletic director to develop a policy for awards and submits a list of award winners at the end of the season.
• Participates in special activities to include parents’ night, banquets, award nights, and pep assemblies.

The K-12 school counselor provides academic; career; college access, affordability and admission; and social-emotional competencies to every student annually by helping design, implement, and evaluate a comprehensive evidence-based school counseling program in each district school. The school counselor provides an annual plan and advising to every student, classroom school counseling lessons in collaboration with other educators for all students, group and individual counseling for some students. The school counselor also provides additional school-wide activities that promote student success helping to close achievement, opportunity, and attainment gaps, increase student career/college success, and improves mental health/well-being. The school counselor is an advocate, leader, and change-agent partnering with colleagues inside the schools, in the community, and with family members for optimal student success. The school counselor is supervised by the Director of School Counseling in consultation with the building Principal. 
 
Services to Students
• Plans, delivers, and evaluates school counseling interventions to help close achievement, opportunity, and attainment gaps. 
• Delivers academic success skills including: organization, time management, study skills to all students annually. 
• Delivers career development skills including assessments, career clusters, use of Occupational Outlook Handbook (embedded in Naviance), creating resumes/cover letters, job shadowing/searching techniques. 
• Delivers college access/affordability/admission skills to all students with attention to first-generation students, students with disabilities, and students needing affordability resources.

Services to Students
 
• Plans, delivers, and evaluates school counseling interventions to help close achievement, opportunity, and attainment gaps.

JOB DESCRIPTION:
Instruct students, school staff, and central office personnel in the establishment. Maintenance and sustainment of District school preparedness (safety, security, climate, mental health, first aid) capabilities to generate a climate conducive to effective administration, teaching and student learning throughout all district schools. Effectively design and instruct holistic programs of student safety, security, climate, mental health and first aid, in collaboration with school leadership and staff. Develop an atmosphere of student rapport that promotes school preparedness in compliance with district rules/policies and state directives and legislation.   Develop a spirit of collaboration with parents, promoting school preparedness and awareness in the best interests of the district, schools and students. The Safety and School Preparedness reports to the Deputy Superintendent, collaborates with the current School Preparedness and Safety Supervisor, and works in partnership with the school principals, APs, and Deans, as well as with Norwalk Emergency Management and First Responders. This is a twelve-month position. Starting.

DUTIES AND RESPONSIBILITIES:
 
• Planning:
  • Coordinate with the Deputy Superintendent in the annual development of NPS School Preparedness (school safety, school security, school climate. student mental health first aid) Strategy and Curriculum for the academic year.
  • Collaborate with Central Office (Facilities, Finance Office, Health Services, and Technology) in the budget planning for safety, security and school climate requirements.
  • Develop School Preparedness Curriculum that executes the NPS strategy and encompasses school safety, security, climate and student mental health first aid best practices for district elementary, middle and high schools.
  • Develop School Preparedness training and a progress monitoring system that executes the NPS strategy and encompasses school safety, security, climate and student mental health first aid best practices, for district elementary, middle and high schools.
• Preparation:
  • Instruct and train staff in the NPS School Preparedness Curriculum.
  • Prepare walkthrough protocols and a calendar for planned visits and pop-up visits, this protocol will have a rating system that allows the Safety and School Preparedness Supervisor to gather data on how schools are progressing in meeting the highest standards of school safety and responsiveness.
  • Facilitate monthly District School Safety meetings and Quarterly District School Preparedness meetings.
  • Develop, instruct and assist in the maintenance of Central Office Incident Support Team capabilities, providing support to schools involved in an all hazard incident.
  • In coordination with Norwalk's Director of Emergency Management Plan, execute a scaled annual all hazard school-related exercise and associated lessons involving students and staff.
  • Create/maintain centralized system for gathering incident reports that captures data on the number of student infractions, arrests, emergency calls, DCF calls, 211 calls, hazards infractions, along with any other incidents outlined in the areas School Safety and Preparedness.
  • Revise/inform models for a School Safety Plans and ensure that each school has updated plans each year.
  • Create proper safety and security measures for school trips, sporting events, and other district programs, including afterschool programs.
  • Coordinate and record chemical information for all materials stored and used in district facilities or on district grounds, coordinate with STEM Education Administrator to ensure safe chemical storage and disposal.
• Execution:
  • Instruct, assess and provide feedback to school leaders executing their monthly NPS all hazard drills.
  • Monitor each schools’ safety plans for updates.
  • Monitor each schools’ implementations of the procedures and protocols in compliance with Federal, State and Local regulations.
  • Review all incident reports, maintain statistics and conduct appropriate investigations.
  • Serve as a liaison to police, fire, medical and other public safety officials.
  • Assist each schools School Preparedness Coordinator, School Safety Committees. School Incident Response Teams, and Central Office Incident Support Team in developing student and staff school preparedness capabilities.
  • Advise and assist administrators in matters involving criminal activities in on school campuses.
  • Supervise and train internal supervision and security staff in all job-related activities for the purpose of ensuring the safety of students, school personnel and property.
  • Manage outsource services including security guards, school safety platforms, and other partnerships utilized by the district for the purposes of school safety.
  •  Monitor each school’s anti-bullying protocols and ensure appropriate procedures are in place for reporting bullying.
• Assessment:
  • Oversee the evaluation of the district Safety and Security Program and determines the necessary added resources to achieve continuous improvement.
  • Develop School Preparedness Measurements of performance and Effectiveness to assess the execution of the NPS School Preparedness strategy, in compliance with state directives and legislation.
  • At the conclusion of an All Hazard school incident in the NPS, conduct a Debrief/After-Action Review to ensure institutional learning at the district and school levels.

REQUIRED QUALIFICATIONS:
Demonstrated ability to collaborate effectively with principals, assistant principals, central office staff as well as with emergency management, first responders (police, fire, EMS)
and mental health professionals. Familiarity with NIMS (National Incident Management System) and its associated ICS (Incident Command System). Must be in good health.

PREFERRED QUALIFICATIONS:
Experience with school safety, security and school climate. Fluency in Spanish is an asset. 095 Certification also an asset.

• Record student progress using observational data collection and standardized assessments under the direction of the Department of Specialized Learning with training provided by department
• May participate in related service sessions to assist in the generalization of the skills throughout the school day as written in student's IEP or at the direction of the special education supervisor
• May implement the student(s) Behavior intervention plan, IEP or independence plan  across settings including during recess, breaks, emergency drills, assemblies, on school buses or public transportation for field trips by facilitating and encouraging interaction with peers as written in student's IEP

Under the direct supervision of a classroom teacher or ELL Instructional Specialist, the paraeducator supports students to participate in their educational program. Bilingual Paraeducators support ELL students in their native language or English to participate in their educational program.

All Paraeducators:
• Assist in the implementation of the Norwalk Board of Education and administrative policies, rules, regulations and directives
• Follow Norwalk school policy to ensure student safety
• Follow teacher’s oral or written directions with accuracy
• Assist the teacher with the implementation of classroom instructional goals and Section 504 plans
• Assist students with classwork individually or in small groups
• Assist the teacher in maintaining student records of attendance
• Assist the teacher with documentation of student progress
• Assist the teacher with the preparation and distribution of lesson plan materials
• Encourage students to interact appropriately with peers
• Assist students during recess, breaks, emergency drills, assemblies, on school buses and field trips
• Assist and support students to use computers, iPads or other media to access curriculum
• Maintain respect at all times for confidential information

Bilingual Paraeducators:
• Perform responsibilities listed under All Paraeducators AND Bilingual Paraeducators
• Interpret at parent meetings
• Assist parents of ELL students who may need an interpreter in the school office, nurse’s office, or elsewhere in the building
• Translate school-home communications
• Assist in the administration of assessments

• Native-like fluency in Spanish or Haitian Creole preferred
• Such alternatives to the above qualifications as the Superintendent and/or Norwalk Board of Education may find appropriate

Job Summary:
The MSAP School Recruiter reports to the MSAP Project Director and the School Leadership and is responsible for creating and executing recruitment plans to attract prospective students to the district’s “Accelerate Excellence” magnet schools. Key Responsibilities:

Recruitment Planning and Execution
• Create school-specific recruitment plans, including timelines, strategies, staffing responsibilities, and target outreach areas to increase interest and applicants to your school.
• Review and modify recruitment strategies biannually and monitor weekly during the recruitment period inclusive of media advertisements and local signage.
• Organize recruitment activities such as distributing materials to community organizations, feeder (local and suburban) school visits, and media outreach.

• Collaborate with the Central Office Student Services in the lottery process, including testing, executing, and monitoring enrollment goals.

• Coordinate the district’s participation in the federal E-Rate program to secure funding for telecommunications and internet access. Maintain compliance with program requirements and manage associated documentation.
  
Coordination of Meetings/Events
 
• Schedule and arrange meetings, procure space and materials for meetings, invite participants and be responsible for agendas and notetaking. (e.g., principal/AP meetings, leadership retreat, Schools team meetings, etc.)
