Director of Elementary Education
Preschool Director is responsible for facilitating learning and teaching in an integrated, inclusive preschool program.
Promote a positive school culture that is beneficial to students.

Promote early childhood program within community
Create an effective learning environment that addresses the developmental learning needs of Early Childhood Students
Work with teachers to design and implement an integrated, inclusive program.
Assist in the development of short- and long-range curriculum and instructional program based on assessed needs, and sets goals as appropriate
Plan and develop an effective master schedule to facilitate student learning.
Provide instructional leadership- Monitor and support instructional programs and activities, participate in and provide staff development, have knowledge of curriculum and standards, evaluate the instructional practices of early childhood teachers.
Train and implement Positive Behavior and Intervention Supports (PBIS)
Provide for the evaluation, documentation of learning and reporting of student progress
Develop sound reporting practices and document learning using district resources including PowerSchool, Teaching Strategies GOLD, etc.
Collaboratively develop master schedule and oversee/coordinate scheduling processes.
Oversee extended learning program for students.
Monitor student attendance.
Oversee and manage school operation
Provide leadership and management of faculty and staff – recruit, hire, train and evaluate staff members
Assist in the maintenance of a master calendar of school programs and activities.
Prepare administrative reports and other materials as required or appropriate
Monitor licensing and program policy implementation.
Develop and maintain partnerships with community resources
Orient new parents, students, and staff to school programs, philosophy, organizational patterns, policies, and procedures
Oversee facilities- develop procedures for transportation, building safety, and emergency procedures
Manage budget- prepare, administer, and oversee the building budget
Attend school-wide community meetings as appropriate
Assist in the monitoring of student achievement
Attend local, regional, and state preschool meetings as applicable
Collaborate with district grant coordinator to seek non-traditional funding sources
Communication: Ability to write reports, business correspondence, and effectively present information to groups of managers, clients, customers, and the general public. Communicate the vision of the school to all stakeholders, be an active listener, maintain cooperative professional relationships, provide opportunities for two-way communication between school and community, and district office and school.
Critical Thinking: Ability to define problems, collect data, establish facts, and draw valid conclusions.
Mental Demand: Highly intense mental demand. Continual involvement with strategic and operational management functions which relate to both the short term and long term time periods.
Analytical Ability/Problem Solving: Oversee activities covered by expansive policies and objectives, and oversight as to execution and review. High order of analytical, interpretative, and constructive thinking in varied situations covering multiple areas of the organization.

Valid State of Iowa Principal’s Certificate/License PK+
BA Degree in Early Childhood or relevant content area or equivalent experience and education
Successful track record in an educational leadership role
Experience working in early childhood environment
Demonstrated strength in effective communication
Ability to use and apply current technology tools to enhance student learning and teacher instruction
Demonstrated ability to work independently and efficiently
Experience in early childhood leadership
Direct experience with students ranging from 3 to 7 years of age
Knowledge of both IQPPS and Head Start standards with an ability to oversee successful implementation

Provide leadership, guidance and supervision for staffing, records, insurance and benefits, attendance center, training and development, recruitment and retention, evaluation, internal communications, and equity and diversity. This position requires continuous use of independent judgment. Develop short and long-range goals and objectives including plans to implement and evaluate district staffing plans; recruit, retain and evaluate a high quality workforce; manage department resources; communicate with all internal customers; competitive, equitable classification and compensation structures’ and communications with central administration staff, and the community.
Facilitates and directs recruiting efforts locally, statewide and nationally and communicates regularly with the Superintendent regarding these efforts, staffing numbers, and position openings for all work groups.
Serve as advisor to the Superintendent on all personnel, negotiations and human capital issues.
Coordinate support for principals and other administrators in all matters regarding evaluation and performance improvements plans.
Provide leadership to staff in preparing and implementing programs and services relative to staffing in alignment with the district’s strategic plan including a formal district hiring process.
Lead process for staff terminations, retirements, resignations and reductions in force.
Collaborate with other chief officers and executive directors.
Evaluate new and established Human Resources programs, procedures, and systems.
Cooperate with all administrators in providing an effective, efficient, and equitable total school and district programs; collaborate with district administrators to forecast staffing needs; select, assign, evaluate, and terminate staff.
Actively cultivate partnerships with institutions of higher education and other business and community partners to further district goals.
Represent Ottumwa Community Schools effectively in the community, state, and nation.
Attend Board of Directors meetings and assume various district committee responsibilities.
Serve as a member of the Superintendent’s cabinet..
Lead efforts to recruit, retain and evaluate a high quality workforce.
Assist in monitoring school improvement processes including assignment of staff, employee evaluation and progress monitoring.
Assist in the development of the annual budget, including forecasting district needs and priorities.
Revise and align district human resources policies with state and federal requirements, particularly in regard to the ESEA, OSHA, and EOE.
Serve as a member of the negotiation team.
Oversee and facilitate the Labor Management Committee meetings and process.
Prepare board agenda information regarding personnel and other related items.
Supervise grievance process.
Follow the negotiated agreements, board policy and employment law in decision making.
Attend work on a prompt and regular basis.
Maintain satisfactory and harmonious working relationships with the public, students, and other employees.
