    QUALIFICATIONS: Required

     

    1.     HR experience required

     

    2.     Knowledge of federal and state employment law,

     

    comprehensive agreements, and district policies.

     

    3.     Strong background in business skills, job analysis, job

     

    description development, hiring practices, and

     

    knowledge of employment law.

     

    4.     Ability to use computer technology, including word

     

    processing, Excel, and Google docs.

     

    5.     Ability to work effectively with people, mediating disputes,

     

    solving problems, updating and improving processes.

     

    6.     Strong oral and written communication skills

     

    7.   Personal integrity in the execution of job duties.

     

    8.   Sensitivity to the needs of individual employees, as well as

     

    the welfare of the district.

     

    9.       Demonstrate discretion in performance of job duties.

     

     

     

    Desired

     
    1. Certification as a Senior Professional in Human Resources

     

    or Professional in Human Resources.

     
    1. Degree in education administration/leadership or related field

    2. Experience with salary negotiations and contract

     

    interpretation for certified and classified bargaining units.

     

    BASIC FUNCTION:          

     

    Provide leadership, guidance and supervision for staffing, records, insurance and benefits, attendance center, training and development, recruitment and retention, evaluation, internal communications, and equity and diversity.  This position requires continuous use of independent judgment.  The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the district.

     

     

     

    ESSENTIAL FUNCTIONS:

     
    1. Develop short and long-range goals and objectives including plans to implement and evaluate district staffing plans; recruit, retain and evaluate a high quality workforce; manage department resources; communicate with all internal customers; competitive, equitable classification and compensation structures’ and communications with central administration staff, and the community.

    2. Facilitates and directs recruiting efforts locally, statewide and nationally and communicates regularly with the Superintendent regarding these efforts, staffing numbers, and position openings for all work groups.

    3. Serve as advisor to the Superintendent on all personnel, negotiations and human capital issues.

    4. Coordinate support for principals and other administrators in all matters regarding evaluation and performance improvements plans.

    5. Provide leadership to staff in preparing and implementing programs and services relative to staffing in alignment with the district’s strategic plan including a formal district hiring process.

    6. Lead process for staff terminations, retirements, resignations and reductions in force.

    7. Collaborate with other chief officers and executive directors.

    8. Evaluate new and established Human Resources programs, procedures, and systems.

    9. Cooperate with all administrators in providing an effective, efficient, and equitable total school and district programs; collaborate with district administrators to forecast staffing needs; select, assign, evaluate, and terminate staff.

    10. Actively cultivate partnerships with institutions of higher education and other business and community partners to further district goals.

    11. Represent Ottumwa Community Schools effectively in the community, state, and nation.

    12. Attend Board of Directors meetings and assume various district committee responsibilities.

    13. Serve as a member of the Superintendent’s cabinet..

    14. Lead efforts to recruit, retain and evaluate a high quality workforce.

    15. Assist in monitoring school improvement processes including assignment of staff, employee evaluation and progress monitoring.

    16. Assist in the development of the annual budget, including forecasting district needs and priorities.

    17. Revise and align district human resources policies with state and federal requirements, particularly in regard to the ESEA, OSHA, and EOE.

    18. Serve as a member of the negotiation team.

    19. Oversee and facilitate the Labor Management Committee meetings and process.

    20. Prepare board agenda information regarding personnel and other related items.

    21. Supervise grievance process.

    22. Follow the negotiated agreements, board policy and employment law in decision making.

    23. Attend work on a prompt and regular basis.

    24. Maintain confidentiality.

    25. Maintain satisfactory and harmonious working relationships with the public, students, and other employees.

    26. Assist with other duties as may be assigned.
