The Town of Scarborough's Community Services Department is seeking applicants who are creative, energetic, caring, responsible, and dependable to join our team as Summer Camp Counselors. Camp Counselors are responsible for supervising children both on-site and off-site, planning and leading age-appropriate daily activities, and actively engaging with campers to create a safe, inclusive, and fun camp environment. This is a full-time position (40 hours per week) within our eight-week seasonal summer day camp program, serving children entering kindergarten through 6th grade.

The Town of Scarborough is seeking a full-time Stormwater Program Coordinator to join our Engineering & Technical Services Department. This position assists in the administrative, field, and technical work related to Scarborough's separate Storm Sewer System (MS4) program, which includes inspection and documentation of all MS4 compliance criteria, as well as review and implementation of all environmental and permitting requirements.
Responsibilities for this position include: erosion & sediment control inspections; general construction oversight; and a variety of field services, technical review of town infrastructure specifications, data collection, water quality sampling, outfall inspections, illicit discharge tracking, and infrastructure inspections in support of the Town's GIS and MS4 compliance. In addition, this position requires a high attention to detail; excellent organizational skills; and the ability to communicate clearly in verbal and written formats, create spreadsheets and graphs, and perform basic calculations.
Position Requirements: Bachelor's degree in Civil Engineering, Environmental Science, hydrology or similar field of study, from an accredited university or college program is preferred. Applicant must have a minimum of five years previous experience in civil engineering, watershed planning or best management practice implementation. Ten years of experience is preferred. A valid driver's license and an excellent driving record are needed. This position will be required to demonstrate proficiency with GIS (ESRI ArcGIS) and databases to track stormwater infrastructure and inspection data. Certifications such as Certified Professional in Stormwater Quality (CPSWQ), Certified Professional in Erosion and Sediment Control (CPESC), or similar preferred. In lieu of the above, any equivalent combination of training and experience that provides the knowledge, abilities, and skills related to MS4 compliance or general civil engineering practices may be considered at the discretion of the Town of Scarborough.

The Town of Scarborough is seeking a full-time Technical Support Specialist to join the Information Technology (IT) team. This position is responsible for the day-to-day field service of hardware, software, audiovisual equipment and other peripherals based on standards established by the manager. The Field Technical Support Specialist triages issues presented by end-users via the Help Desk system, escalates issues to the immediate manager and/or the Network & Telecommunications team as appropriate, and conducts ongoing support activities for end-users as assigned. This position will also assist in conducting training with staff (and students as needed) for core software and hardware including, but not limited to, the Google Suite, Office 365, Windows OS, Chrome OS, Papercut, Epson projection, and other identified systems and services.
The Field Technical Support Specialist for the High School is also responsible for managing the High School Student Help Desk, including recruiting new members, planning training and education, monitoring student progress and work pipeline, providing guidance on special projects, and serving as liaison between students, staff and other parties as needed.
Position requirements: Associates Degree or equivalent experience in Information Technology, Computer Science or other related technical discipline required. Comp TIA A+ and Microsoft Technology Associate (MTA) certifications preferred. Solid knowledge of standard computer hardware and software capabilities, configurations, and limitations as well as experience working in a large K-12 educational environment characterized by satisfactory performance. A minimum of two years of experience with professional technical implementation, practices and procedures. Excellent technical, analytical, and project management skills; strong interpersonal skills in a team-based development environment; excellent written and oral communications skills. The functions and duties of this Code Enforcement Officer position will include: reviewing and issuing permit applications for buildings, electrical, plumbing, and a variety of other development and land use activities; inspecting buildings and other structures for structural safety, fire safety, sanitation and other code compliance; enforcing a wide range of state and local rules and regulations; and assisting the Zoning Administrator and other Code Enforcement team members on the enforcement and administration of the municipal codes and ordinances. This position also performs plumbing, electrical and energy code inspections and investigates complaints of alleged violations of building, zoning and land use codes and ordinances. This Code Enforcement Officer will work closely with fellow department and team members; staff of other town departments; developers, contractors, and the general public, and needs the skills and attributes to provide help, guidance and assistance, as well as enforcement and oversight to this diverse range of customers in a customer-friendly manner.
This position requires a High School Diploma or GED; a valid motor vehicle operator's license; and preferably a minimum of two years' experience in the Code Enforcement/Building Inspection or closely related field. In addition, State of Maine certifications in the Maine Uniform Building and Energy Code plumbing, electrical, and shoreland zoning or the ability to acquire these certifications within six to twelve months of hire are also required. These positions are responsible for the collection of parking and launch fees. The Town of Scarborough Police Department is seeking a qualified candidate to fill a Full-Time Public Safety Dispatcher position. This position provides emergency and non-emergency dispatch services for police, fire and emergency medical services for the municipalities of Scarborough, Old Orchard Beach, and Buxton.
This is a fast-paced 24/7 9-1-1 call center and requires availability for 10 hour shifts and day, evening, night, weekend and holiday availability (schedule will be determined after training requirements have been met); communicating with police and fire units by radio; answering both emergency (911) and non-emergency telephones; provide Emergency Medical & Fire instructions over the phone for emergency situations; input data into computer regarding stolen property, vehicles, and guns; enter missing and wanted persons in state, local and national computer systems; other related duties as required.
Candidates must be high school graduates or equivalent, ability to work with advanced computer-aided dispatching technology; the ability to receive and disseminate information accurately and without delay; have the capacity to act quickly, calmly and correctly in emergency situations; have excellent interpersonal and communication skills; strong listening, memory and multitasking skills; and be able to type at least 40wpm. Must pass a job suitability assessment, and undergo a significant background check which includes psychological and polygraph examinations. Preferred candidates will possess 9-1-1 certification course, Emergency Medical Dispatch and Emergency Fire Dispatch certifications as well as knowledge of the Tyler Enterprise Public Safety CAD. The Town of Scarborough will provide all training to meet State-mandated certification requirements.
The Full-Time Dispatcher is a union position. The work schedule will consist of 4 consecutive 10-hour days with three consecutive days off. The pay rate for this non-exempt, union position is $31.31 per hour. In addition, up to twenty-two (22) years of prior Dispatcher experience may be applied to pay. Hourly educational, physical fitness and military stipends are available when applicable. The Town of Scarborough is seeking a foreman/working supervisor to fill the position of full-time Road Maintenance Operations Supervisor within the Public Works Department. Responsibilities include scheduling, supervising, and assisting the operations staff. The successful candidate must be able to perform and assign tasks in a positive manner that demonstrates team building and leadership skills. Duties will include: assisting the Deputy Director in the supervision of winter operations; supervising the repair of streets and all associated infrastructure; supervising the maintenance and operation of Town cemeteries and beaches; inspecting work to ensure conformance with engineering specifications and standards; and performing record keeping and administrative tasks related to daily operations.
Position requirements: Candidates must be familiar with Maine Department of Labor and MUTCD standards for general construction. This position requires working knowledge of materials, methods, and techniques commonly used in street, sidewalk, and storm drain maintenance and construction as well as knowledge in the operation of construction equipment such as trucks and front-end loaders used in road construction work, including the ability to supervise and direct the activities of employees engaged in the operation of such equipment. Must have the skills to lay out, direct, and supervise the work of a crew performing road or storm drain construction using ‘Best Management Practices' and the capability to supervise crews in the timely completion of projects and tasks. Satisfactory completion of a pre-employment physical is required to ensure candidates have the ability, physical strength, and agility sufficient to perform all assignments of the job description.

The Town of Scarborough is seeking a full-time Maintenance Worker/Plow Truck Driver to join a dedicated Public Works team. This employee will operate light and moderately heavy trucks and motorized equipment in road maintenance, road construction and repair, and in the snow and ice removal operations of the Public Works Department. Duties will include manual labor in connection with the operation of trucks during completion of seasonal work projects. Additionally, this employee operates trucks and sanders in the sanding and snow removal of town streets, operates front-end loaders, and operates light and/or moderately heavy trucks transporting dirt, gravel, wood, and construction materials. The employee will assist in loading and unloading trucks and will perform varied maintenance work including rebuilding storm drains and culverts, patching and building roads, picking up debris such as blow-downs, straightening signs and posts; picking up leaves, brush, and other trash. Responsibilities also include assisting in the maintenance and upkeep of the town's parks, cemeteries, and beaches.
Position requirements: This position requires the ability to be on-call 24 hours a day, seven days a week during the dates of November 15 through April 15 and report to work within 60 minutes of a call-out. Candidates must have knowledge of the standard practices, methods, equipment, and tools of the construction equipment trade and a working knowledge of the occupational hazards and safety precautions of the trade. Knowledge of operating a variety of equipment utilized by the Public Works Department is preferred. Satisfactory completion of a pre-employment physical is required to ensure candidates have the ability, physical strength, and agility sufficient to perform all assignments of the job description. Candidates must have the ability to work successfully with a team. Class A or B driver's license is required. This position requires a Commercial Divers' License (CDL) and applicants will be required to undergo testing for alcohol and controlled substances prior to employment. The Town of Scarborough's Police Department is seeking applicants to serve as Reserve Police Officers. Our Reserve Officers assist and serve the community by working with our Police Department to maintain the peace and security of our Town. Reserve Officers wear a Police Department uniform and perform many of the same duties as our Patrol Officers, but on a part-time and seasonal basis. Reserve Officers will receive training to familiarize themselves with police functions and to prepare for assignments. Joining the Public Safety team as a Reserve Officer is an excellent introduction to police work and an opportunity to serve the community.
Duties shall consist of a number of general police responsibilities necessary to the stability and safety of the community. Responsibilities may include enforcing traffic laws, directing traffic, issuing citations and warnings, patrolling the community, identifying criminal offenders and criminal activity and, where appropriate, apprehending offenders and participating in subsequent court proceedings. Work may include aiding individuals who are in danger of physical harm; identifying problems that are potentially serious law enforcement or governmental problems; creating and maintaining a feeling of security in the community; promoting and preserving the peace and providing other services on an emergency basis. There are also opportunities to work outside details, which are paid at time and a half, and exposure to all facets of Law Enforcement within the department.
Position requirements: At least 21 years of age or have accumulated 40 college credits; high school diploma or GED equivalent; valid Maine driver's license; must have passed or be able to pass the Alert Test and the Physical Fitness Test; must be willing to participate and successfully complete Phase I and Phase II of The Maine Criminal Justice Academy Pre-Service School. Working shifts on nights, weekends, and holidays is required. Seasonal hours are scheduled from May to September. Pay is $22.00 per hour.
