POSITION SUMMARY:
Under direct supervision from the Director of Community Affairs or the Community Affairs Specialist, this office position generates contracts and coordinates special events held at the District’s two rental facilities, located in St. Charles. This part-time position will mainly work out of the District’s administrative headquarters in Geneva during regular business hours, however, coverage of a rental event (typically on evenings and/or weekends) may occasionally be required.
ESSENTIAL POSITION DUTIES and FUNCTIONS to be performed with or without reasonable accommodation:
Operations:
Promotes and shows rental facilities and grounds, provides information to prospective renters.
Generates rental contracts and schedules events.
Obtains event setup information and related details from renters, and coordinates with staff.
Schedules onsite coverage for each facility. In some instances, may need to cover a rental event.
Obtains all necessary forms, payment and information from renters.
Obtains all necessary forms and information from any on-site vendors.
Coordinates logistics with on-site vendors (schedules tent setup/take-down, catering supplies drop-off/pick-up, etc.) to least impact District nature programs or other activities.
Checks for property damage or removal and cleanliness after events.
Provides feedback to Director of Community Affairs and Specialist following each event.
Coordinates small item purchasing for both facilities.
Maintains strong working knowledge of Microsoft Office and other business software applications to generate correspondence, enter data; create and revise reports, tables and other materials.
Must be able to accurately record and maintain records.
Possesses strong organization skills and the ability to work independently and manage multiple tasks.
Must possess strong interpersonal and problem-solving skills.
Possesses strong written and verbal communication skills, and maintains a courteous, professional communications manner. Must be able to read, write and comprehend the English language.
Establishes and maintains effective and positive working relationships with employees, supervisors, other departments, District officials and the public.
Handles sensitive information and maintains a level of confidentiality.
Possesses and maintains a valid and current Illinois Driver’s License free from suspension or revocation during term of employment; employee must maintain insurability with the District’s fleet insurance carrier.
Performs essential duties and functions as assigned, with or without accommodation.

Adheres to the Vehicle Use and Motorized Equipment program regarding insurance coverage for personal vehicles.

POSITION SUMMARY:
Responsible for planning, organizing, directing and managing all functions and operations of the Human Resources department, including implementing HR policies and programs and all aspects of employee relations and development. This position will manage staffing and recruiting, organizational development, performance management, labor law compliance, training, unemployment, safety and wellness, loss control, workers’ compensation, recognition, compensation and benefits, and volunteer management.
ESSENTIAL POSITION DUTIES and FUNCTIONS to be performed with or without reasonable accommodation:
Administration:
Develops District strategies by identifying and researching human resources issues; contributes information, analysis, and recommendations to the Executive Director; establishes human resources objectives in line with the District’s goals and objectives.
Administers human resources operations by recruiting, selecting, orienting, training, coaching, counseling and disciplining staff.
Prepares and manages the Human Resources’ department budget.
Guides management and employees actions by researching, developing, writing and updating policies, procedures, and guidelines; communicates and guides organizational values through coaching.
Administers processes related to District-wide employment activities such as recruitment, advertising, job posting, pre- and post-employment screening, reference checks, new employee orientations, hiring and terminations.
Administers the District’s safety and wellness program.
Administers the District’s volunteer resources program.
Administers the District’s HR/safety training program.
Administers the development and implementation of employee recognition programs.
Administers the employee benefit programs, including but not limited to, health insurance, employee assistance program and retirement plans.
Coordinates the District’s leadership training and professional coaching program.

Administers workers’ compensation program in conjunction with District’s risk management agency, PDRMA.
Serves as a secondary contact for the District’s liability/risk management for property, accident and employee injury claims.
Administers the District’s ID card access system and alarm panel permissions for all facilities.
Serves as the District’s ethics advisor in conjunction with the District’s legal counsel to ensure compliance with state law.
Serves as the District’s HIPAA compliance officer.
Coordinates unemployment claims, protest/appeal unwarranted claims and inappropriate IDES rulings.
Prepares human resource reports for review by the Executive Director and for presentation to the Commission.
Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance.
Develops and maintains all personnel handbooks, forms and brochures.
Administers personnel files and records including maintenance of records within the Human Resources Information System (HRIS) database. Develops necessary reports.
Coordinates the development, review and revision of employee job descriptions.
Responds to inquiries and proactively communicates information regarding policies, procedures, benefits and programs.
Coordinates, updates and administers the job evaluation system.

Operates trucks of various sizes and weights; loading, hauling and unloading of various equipment and material.
Assists the public as needed.
Operates light to heavy construction and power equipment.

Provides assistance with the preparation and maintenance of District garden areas.
Provides assistance with the campground operation and collection of fees.

Responds to emergency call-outs on a 24-hour, 7-days a week basis.
