Coordinates with Human Resources to ensure accurate employee records. • Receives, reviews, and processes bi-weekly time from various departments, which includes verifying hours and time off, reviewing the trial run for errors, and making changes to the master files. • Prepares and distributes payroll checks and coordinates payroll direct deposits, including positive pay files with financial institutions. Prepares and submits appropriate bi-weekly and monthly reports with State, Federal and other organizations, such as Illinois Municipal • Processes various City revenue receipts for deposit such as food and beverage tax, landscape recycling fees, rental registration fees, hotel and motel tax, and local motor fuel tax, online payments, etc.; verifies calculations of these receipts; enters revenue receipts into financial system; verifies revenue receipts to general ledger. • Reconciles City’s health, dental, and life insurance payments from payroll records to the amount billed, including payments made from retirees and other agencies, ensuring accuracy of reimbursement to the City. • Reconciles City’s P-Card payments, follows up with departments for documentation, ensures accuracy of payments, uploads file to financial system. Oversee P-Card authorized users. • Prepares financial analysis under the direction of the Financial Services Manager. • Provides support for the City’s computerized systems, including assistance with implementation of new modules. • Assists with accounts payable functions as needed. • Assists during annual budget preparation by creating and providing various supporting documentation reports and answering budget related inquiries regarding employee compensation and benefits. • Reviews accounts payable transactions ensuring City assets are properly classified.

Position Summary:
The City of Urbana is looking to hire a Financial Services Specialist. Under general supervision, the Financial Services Specialist is primarily responsible for reviewing, approving, and processing weekly accounts payable invoices, performing financial data entry, maintaining various financial system modules, preparing billings for various amounts owed to the City, assisting with the annual audit, processing various revenue receipts, and preparing and posting journal entries. Work requires frequent contact with employees, vendors, and the public, and has access to confidential information.
Essential Duties and Responsibilities: • Verifies invoice information entered by department clerks, including ensuring correct expense line items are used for invoices, proper documentation is provided, and follow up with departments to ensure invoices are approved through workflow in a timely manner. • Ensures that various financial services invoices (health, dental, vision, etc.) are appropriately coded and forwarded for entry into the financial system. • Processes various City revenues for deposit such as food and beverage tax, landscape recycling fees, local motor fuel tax, and hotel motel tax; verifies calculations on monthly tax returns; enters receipts into computer system; verifies receipts to the general ledger. • Creates accounts for new businesses in Customers and Business Accounts in financial system; issues local tax forms to new businesses; maintains Customers and Business Accounts as changes occur. • Serves as lead contact for businesses using Citizen Self Service, our online payment portal; Provides support to businesses including resetting passwords and help navigating the online portal. • Reconciles local taxes for delinquent accounts; Initiates contact with delinquent businesses and proceeds with collection of accounts; works with our Legal division to collect on delinquent accounts. • Provides support for the City’s computerized systems, including assistance with implementation of new modules. • Assists with processing City payroll. • Assists auditors during annual audit by providing supporting documentation for accounts payables and receivables, and other related materials as requested. Required / Minimum Qualifications: • High school diploma or equivalent supplemented by post-secondary course(s) in bookkeeping or accounting. • Two (2) years of work experience in basic bookkeeping or other work involving financial records and accounts. • Three (3) years of responsible work experience with financial records can be substituted for bookkeeping/accounting courses.
